The 2 different stamps show Captain James Cook by Nathaniel Dance and "Resolution" and "Discovery" by John Webber. This sheet is a unique design that the post office tried in 1978 and hasn't repeated. Half the sheet is the portrait of Capt. Cook while the other half features his ship. This results in se-tenant pairs down the middle of the sheet only. The picture below shows a full sheet. This sheet is as fresh as the day it was purchased at the post office 40+ years ago and is suitable for framing. If you're a stamp collector, it is Scott #1732-1733.
