Paypal charges the seller a fee to refund money to the buyer for a return transaction. And there are other costs such as packaging materials and labor which also are non-reimbursible out of pocket expenses for the seller. Ebay's new return policy does not protect the seller in regards to returns. Other large sites allow for restocking fees for returns but unfortunately Ebay does not so I was forced to change my policy as I am a small business and cannot afford to lose money on transactions. Ebay also protects buyers from purchases that are not as described.
