They signed an agreement to the exchange and speed the transit of letter mail at uniform postage rates. To maintain this agreement, the Universal Postal Union (UPU) was established. On the 75th anniversary of the agreement in 1949, the UPU countries agreed to issue a series of commemorative stamps using a similar design. The Swiss printing firm of Courvoisier S.A. printed these stamps for Switzerland and Liechtenstein. They created this souvenir presentation album highlighting their stamps for the participants of the 1949 UPU Congress and other government officials. I believe that only about 2,500 to 3,000 of these albums were produced based upon the figures for albums produced by some other countries.
